After upgrading to 13.1.1-1+fto10+1 I noticed that this issue is still present. I had to change owner and group of the directories `cache` and `uploads` in /var/lib/gitlab/shared/artifacts/tmp manually in order to make artifacts in CI work again. Best, Maximilian
