So, this turns out to be a longstanding bug in libfile-rsyncp-perl. I see
two ways to fix this problem in Debian:
- update libfile-rsyncp-perl to 0.76 in buster. This seems quite unlikely
but I'm not 100%

I also had a reproducible failure on a full backup of a debian 11 pc,
which worked with rsync 3.2.2 but failed with rsync 3.3.3.At some point
during the backup file contents ended up the the backuppc transfer log
and either the backup stalled or got so slow that it never finished.

TL;DR: we experience the same bug using backuppc, and found upstream rsync
commit f9bb8f76ee is the culprit. Unfortunately the bug only occurs on
some debian 11 machines, not all.

I also face this issue, and tried the last versions of rsync.
The problem was introduced in rsync_3.2.3-1, downgrading to 3.2.2-2
works.
