Bug#985699: xtensor: tests fail on less common architectures

Source: xtensor Followup-For: Bug #985699 0.23.10-10 skips the test_xnpy tests on s390x, hppa, powerpc, ppc64, sparc64. That just ignores the problem, enabling the package to build and get tested by other packages on these arches. It doesn't fix the problem.
