I am also wondering what's the status of this bug.
It has

Dear maintainer,
I've prepared an NMU for gextractwinicons (versioned as 0.3.1-1.1) and
uploaded it to DELAYED/2. Please feel free to tell me if I
should delay it longer.
Regards.

Kevin, thank you for your feedback. It is very helpful.
I do not know enough about emacs packaging, though I have started to
really enjoy using it (with vim bindings and evil-mode (and look forward
to trying spacemacs)).
I together with Ambrose Kofi Laing assigned an earlier version of the
file

nn@bugs doesn't reach the submitter by default. If you want them to
answer a question, then
You want to be able to support forwarding to two places. I doubt that
this is a worthwhile idea, but in any case it would firts need to be
fixed in the Debian bugs system.

Hello Daniel,
thank you for spending your time helping to make Debian better with
this bug report.
I think after some tests, that this bug is based in a wrong handling
from udev.
So I reassign this but to systemd.
