I neglected to mention that this indeed looks like an upstream problem. I
experience it routinely also in Fedora (30) and openSUSE (Tumbleweed).

This has happened on multiple x86 installations, both 32 bit and 64 bit. It
only happens on first
shutdown after new a kernel installation. Searching internet finds similar
complaints, but no
solutions, or existing bug reports that
I encouraged the reporter to file this bug before I found on my own Matrox 550
Stretch installation exhibiting same lockups but accessible via remote login
that blacklisting mga kernel module and rebuilding initrd stopped the lockups.
The same machine booted to Mageia 5 kernel 4.4 never had,
In a new installation with no previously saved settings rather than an upgrade,
upstream bug 3758 is not apparent.
However, after update from <4.8.18 to 4.8.18, the "default configuration" is to
use the previously saved settings, which is why bug 3758 "fubar long file
listing in right pane"
