I'm attaching my attempt at fixing this bug. Please note that I'm not
actually an xinetd user myself, so this is virtually untested and
who ever picks this up needs to take responsibility to make sure
this actually works as intended.

Severity: normal
Dear xinetd Maintainers,
your package currently ships an init.d script, and relies on
systemd-sysv-generator(8) for integration with systemd, Debians default
init system.
Please ship a systemd unit, instead of relying on the sysv shim.
