I've created there comment with bug description and link to this page.
Hope they will help, as such bug in such essential applications like fvwm2/3
in stable repo -- not good sign.

The issue is also present in debian 12 fvwm3 package as well, icons are disappearing when switching fullscreen mode/restart fvwm.
As a workaround I used this Shift+Super+R keybinding:
Key R A S4 Recapture
Then icons are appearing again.

Can you clarify what you mean by 'switching fullscreen mode', as I
don't recognize this as an fvwm option.
