Sorry for the delayed response. Turns out my problem was caused by
removing isc-dhcp-client at 5am one morning while drunk. But reverting
all my changes I did, I applied this update and can confirm that a
symlink from /etc/network/run was indeed made to /run/network as
suggested by Jörg-Volker
