Balalsankar, Thanks for testing. my install attempt has been on a long lived VM that was recently upgraded. postgres 9.1, 9.4 and the respective postgres clients were still installed. After purging those, and reinstalling postgreSQL 9.6, the reinstall still failed I removed everything
