I have tried the package. It is extremly useful in regarding FTP i18n
problem.
(Actually rfc2640 is intending to solve this. But most of the FTP
servers and clients are not aware of rfc2640.)
For example for Chinese charactors, FTP clients in Windows use GBK,
while it is painful to use GBK
