block, localedef misbehaves and isn't able to recurse more than one time.

When I create a deb using either make-pkg (for kernels) or dh_make for
invidulal debs , the wrong version of libc is detected always.
linux-headers-2.6.22-rc4-2 depends on libc6 (= 2.6-1);
