On systems that use pam_env to process /etc/default/environment this
causes 'missing file' errors to be written to syslog if the 'locales'
package is purged and replaced by 'locales-all'.

when installing only locales-all on a new system, the system default
locale is never set up, as that is configured by the locales package.
