local w3c copies for saxonhe and saxonb

Hello, It seems that to support some functionality of saxonhe and probably saxonb packages there is a need to have local copies of w3c files [0]. Could you please take a look at the licensing? Is it allowed for main? [0] https://dev.saxonica.com/repos/archive/opensource/latest9.4/data/w3c/
