CC0 and authors' names in Copyright field

Hello,

in the review [1] of a ruby package licensed with CC0, the following 
question came up:


What should the Copyright field contain for packages dedicated to the 
public domain with CC0?


* Should Copyright contain just Public domain (CC0) to reflect the 
fact that it has been dedicted to the public domain;


* or should Copyright contain also the names of the authors?

As evidenced by Cédric Boutillier, a search in the existing Debian 
packages [2] shows a lot of variability in the format and the content of 
the Copyright field.


The copyright-format document states:

 If a work has no copyright holder (i.e., it is in the public domain),
 that information should be recorded here.

I read that passage as If a work is in PD, use the `Copyright` field to 
state this fact rather than stating the owner of the copyright, but it 
seems that this is not the only possible interpretation.


Are there guidelines for similar situations that can be applied to the 
CC0 case?

DEP 5 URL:http://dep.debian.net/deps/dep5/ is Debian's standard for
the ‘debian/copyright’ content.

Note that “CC0” is not *quite* the same thing as “public domain”, since
it isn't clear whether it actually results in a work entering the public
domain; and some jurisdictions simply don't have the “public domain”
concept. See URL:http://dep.debian.net/deps/dep5/#public-domain.

The CC0 declaration has its own keyword for the License field, see
URL:http://dep.debian.net/deps/dep5/#license-specification. Use that
keyword in the synopsis, and show the text granting the CC0 on the work
in the body of the License field.

Hello Ben and Gioele,

Just to clarify, the “machine readable debian/copyright file” specification,
developped as “DEP 5”, is a stardard, but its use is not mandatory.  The
debian/copyright can also be written free-form, or following other formats (if
any) that preserve a good human-readability.  Currently, the canonical URL
for the standard is 
http://www.debian.org/doc/packaging-manuals/copyright-format/1.0/.

As for CC0, as Ben explained, it is a license, and the simplest is to list the
copyright holders as for other licenses.
