htscodec has new upstream location

Hello, htscodecs is now distributed next to samtools, and with the new location come quite a few new versions. It is now at 1.0. It compiles for me, but @Michael, please kindly confirm that I have not messed this up. I needed this update to compile 1.12 of htslib. which again is required to
