 If you create debian/cvsnt.default dh_installinit will do it for you.

  * debian/docs is useless (the files do not contain any usefull
information)

  * please wrap long description after 80 chards, not earlier.
  * debhelper (= 4.0.0) is over-precise, debhelper = 4 is enough.
  * debian/rules:
- why do you explicit set CC?
- remove the commented things you don't need
- fix dh_installdocs
- remove unused dh_* calls

From dh_installinit(1):

  If a file named debian/package.default exists, then it is installed into  
 
  etc/default/package in the package build directory, with package
  replaced by the package name.

Although it's ideal if every file where possible would have some
statement of copyright, in principle it's safe to assume that any file
in the distribution is covered by the licence.txt that has been
included. Unless there's significant indications otherwise, i.e. a
totally different coding style.

It would not have to be per-file if you ask me, but it must be made more
clear what's meant with the statements in debian/copyright. For example,
which subdir all these files are in could be ok, but which individual
files if there's no more compact way to tell.
