Not a *major* problem for a point release, but it will slow down the
CD release until I can test.
On the other hand, you should have at least a few willing vict^w^w helpers
in the same place to test CDs with you, which might even speed things up.

I do not speak for the release team, but you need to get the licensing issue
sorted out before gmsh can migrate to Wheezy (in fact, since the bug report
suggests that it is undistributable, you're in danger of it being removed
altogether).
