perl5-porters@perl.org would be the next best place, I would think.

Use the perlbug program to report what you think is a perl bug and go from 
there.  You can see previous bugs, maybe yours is there a this URL:

http://rt.perl.org/perlbug/

im running webmin or trying to and when i goto start it
IE: /usr/local/webmin-conf/config-files-logs/webmin/start
i get the following error
Starting Webmin server in /usr/local/webmin
Segmentation fault (core dumped)
and i have posted a thred at webmin.com and they said that it was not a
