We use the Imail inbound rules to achieve this, scan for the message
subject (that you define in the .eml file) in the inbound rule for the
respective domain and forward it to wherever you want.

This setup works for me as ultimately the file name is different - Declude
doesn't know to look for a different file name
If you are looking to not have the message sent at all, find the .eml file
in your declude folder and simply rename it -
for example: from recip.eml to recip-hold.eml
