I am afraid that different incidents are mixed together here. As far as
I understand in some cases the system remains in the process of
shutdown. In other cases the shutdown of the operating system seems to
work except the very last step of turning off the hardware.

Indeed, this is supposed to be fixed, and the fix has by now made it to
updates. Can anyone seeing this issue make sure you have fully updated
your system and see if it can still be reproduced?
As far as I can tell this would probably only be reproducible if you're
near an invisible wifi network;
I have upgraded evolution to maverick and now to precise and I haven't
had evolution itself produce duplicate emails anymore.
As for the feature request/wishlist to remove duplicate emails, I'd

When switching between norwegian and english keyboard the switch icon
shows wrong language:
1. Open Keyboard layout
2. Add Norwegian keyboard
3. Assure that English keyboard is chosen
4. Move Norwegian up, so that it is the default keyboard layout.
