If you're using UTF-8 character set, you need to execute stty iutf8, so that
a stty -a reports back iutf8.
For non-UTF-8, the command to be executed is stty -iutf8 and accordingly
stty -a should report -iutf8.
Gnome-terminal sets this according to the initial character set of the
terminal, but
Is this specific to gnome-terminal, does it work as expected in other
terminals (e.g. xterm, konsole, urvxt)?
If it's buggy in all of them then it's probably a problem with bash or
bash-completion.

I did a bit of sleuth work and traced the issue as far back as the version
shipped with quantal (2.34.8-0ubuntu4).
This should probably qualify as a regression, and the range is somewhat narrow
(the last unaffected version is 2.34.1-1ubuntu11, which is shipped in precise).

This started happening for me with Ubuntu 14.04, to the extent that I
didn't realize before seeing this bug (and learning that switching tabs
in the terminal could fix it) that IME worked at *all* in gnome-terminal
anymore. I didn't have problems in Ubuntu 12.04.
