using the nvidia 440 drivers.
I still cannot use fractional scaling with the nvidia drivers

So, when full screen videos or games are played what we do is disabling
the down-scaling everywhere (as to scale at 150% we've to scale
everyting at 200% and then scale it down again), not to affect the
performances, however this could be probably applied just to the monitor
that is
I have the same issue on 20.04 up to date to latest
but i can only reproduce this with gnome system monitor
on the tab graphs when resizing the window real fast
the window scrambles like the screenshot above

Weird that you didn't have gvfs-backends installed, it should be there
on a default installation. How did you install your system?
The new issue seems worth debugging, it's fine to repurpose the bug
here, maybe ask upstream what they prefer on gitlab though?

Update #2: I don't know if this will be helpful information, but I managed to
open DJVU files with djview4 after setting the environment variable:
LIBDJVU_DISABLE_MMX=1 in /etc/environment.
This is apparently due to an issue in the package DjVuLibre. From what I
checked, this doesn't help with
