I wonder if we're seeing undocumented behaviour of the
WaylandEnable=true option in /etc/gdm3/custom.conf whereby Xorg support
gets disabled since you flipped the value from false to true. Please try
commenting out that whole line again.

GNOME's BT GUI needs access to /dev/rfkill to work. It's tagged
"uaccess" in udev, so in theory all logged-in users should get access
via an ACL, but in practice
I expect it will be in the final mutter 45.0 release (not in the beta).
