I've finally solved this issue, it seems that it is somehow connected to the
gnome window manager being set to metacity.
I was able to customize the sound effects by deleting this folder:
~/.gconf/desktop/gnome/applications/window_manager
then logging out and back in again and now everything
I can confirm this too, just upgraded from 8.04 , setting it to disabled or
custom will not change the intro sound.
I made a new user to test if this happens with him and it doesn't, instead
everything runs normally and the sound events are customizable. All I want to
know is what I can do with
another observation ,
if I disable the GNOME Login Sound from the sysprefssessions the intro
sound stops playing
now, if I run the command
/usr/bin/canberra-gtk-play --id=desktop-login --description=GNOME Login
in the terminal, the custom sound plays as I've configured in the sound
preferences
I confirm that alex's fix solved the problem for the invisible trash
applet for now

when running the Resource monitor after the update I noticed that when
the window is small the CPUs are running on almost 20% ( which is still
higher than anticipated ). but when I maximize the window the CPUs start
spiking to 80-90 % and the PC starts to get laggy again.

I've been using Ubuntu for a while now and it has been smooth with me, but
after updating to 8.04 I've noticed that when ever I turn on the System Monitor
and navigate to the Resources tab I start getting High CPU usage (
