I confirm this behavior as well. When adding a printer, a window opens containing this text: "Reading printer database..." and the CPU load goes to almost 100%, mostly by cupsd.
The error log gives: E [31/May/2006:11:28:34 +0200] Bad URI "http=0x80762a8" in request! E [31/May/2006:11:28:42 +0200] Bad request line "/usr/share/cups/drivers/pscript5.dll: Datei oder Verzeichnis nicht gefunden" from localhost! kprinter does not have this behavior, adding, removing, changing settings works flawlessly. I purged and reinstalled everything with newest packages containing the words "cups", "foomatic", "gutenprint", "print" in synaptic, except "libcupsys2", "libgnomecups1.0-1", "libgnomeprint*" due to dependencies to lots of programs. After that, same behavior with gnome-cups-manager. Now cupsd and cups- driverd are sharing the load while kprinter works without any problem. The error_log contains nothing now. Maybe this is connected to Bug 40660, which I filed some days ago.
