I had to downgrade the mutter packages on Ubuntu 22.04.4 today as the lag returned after the latest update. Did almost the same as Deku King although opted to deprioritize the 42.9-0ubuntu7.1 packages instead of locking the older ones. Package: gir1.2-mutter-10 Pin: version 42.9-0ubuntu7.1

I think this might be similar to what I've experienced lately. It seems like it is definitely triggered after a window resize, both manual and automatic. After the resize, button clicks seems to fall through the window to whatever is behind it. Reproduction is reliable so I can even record a video
