in totem when I am watching or streaming something online, it stalls
ever 15 seconds, sound continues as normal, then picture catches up
again after about 20 seconds, having to rewind and watch the last 20
seconds again

unfortunately yes. I`ve been checking with the Ubuntu forum and quite a
few people have stuttering and jumping sound since they upgraded to
jaunty from intrepid. So far have tried all their ideas but to no
success.

Unsure if this is reproducible. I upgraded from Ubuntu 8.10 - 32 bit to 9.04 -
64 bit yesterday. Could it possibly be the 64bit upgrade that has caused the
speedup in bitrate? Are there any 64 bit movie/music players?
VLC movie player and Rhythmbox music player tested and found audio bitrate
using pulse audio does slow down sound but it still glitches. Possible
relation to video glitching as well?
