I found the relevant bug for this exact problem in GNOME's bugzilla. It
looks like it is a bug in the way their header files are setup. There
is already a patch their that will take care of this problem.

When trying to compile the Zimbra Evolution Connector source, I noticed
that Evolution was missing a few of its header
By the way, I should have made it clear that they are located within the
shell/ sub-directory

those files are not installed by the upstream makefile, that doesn't
look like a bug, rather an upstream decision
