Most of them were .mp4 videos downloaded from Tik Tok with yt-dlp
(https://github.com/yt-dlp/yt-dlp) or by right-clicking and using the
'Save as' dialog.

Sounds like it might be a decoding failure that doesn't recover. If so
then that would be a bug in libgstreamer-plugins-SOMETHING

No, I can reproduce it with many different video files. Nothing shows up
on the cmdline. Firefox plays the videos just fine, by the way.

logged to the console.
2. The package gstreamer1.0-vaapi is not installed.

1. If you start totem from a Terminal window, does it log any message
when the bug happens?
2. Try this: sudo apt remove gstreamer1.0-vaapi
