it seems that the pdf file is broken, I've tried to open with evince,
xpdf and adobe acroread the latest one said that the pdf file is broken,
that's probably why you cannot open it. thanks.

On further investigation, this seems to be an error with the downloading
of the file itself; If I donwload it on Windows and open it in Ubuntu,
it works fine. Closing bug.
