The same message on 10.10 (Maverick Meerkat). PulseAudio server
(0.9.6.1) is running on Windows 7 machine. I don't know about OGG, but
it happens with most of my MP3s. Internet radio works fine.

I can confirm this bug in maverick (amd64). It is extremely annoying
because it prevents me from using rhythmbox to play my music. My server
is running windows and so I can't upgrade the version of pulseaudio on
the server because the only binary version available seems to be 0.9.6.

I can confirm this on lucid beta 1 on both client/server, latest
updates, using x2go. vlc fine, rhytmbox, exaile etc borks with the
pa_stream. error message as described above.
