Ideally the libpt2.4* and libpt2.6* packages wouldn't Conflict, but be
installable side by side (i. e. they shouldn't share any files).
Anything else violates the library packaging requirements and will lead
to problems like this.
If it is too hard to fix, I wouldn't worry about it too much.
I removed the Conflicts (and even tried removing the Replaces) and get
the same behavior. I also expanded on what mvo had done by making dummy
packages for each of the 2.4.2 plugins and get the same result. This is
really puzzling me.

So my transitional library package was rejected (rightfully so). Here is a
different approach:
slangasek I'm thinking about providing transitional plugin packages instead
of a transitional lib package
since the plugin renames are actually entirely gratuitous, AFAICS
slangasek they were first
I put a package with dummy plugin packages into my PPA.

I uploaded a fix to my PPA, I want to do a final test with that to
ensure it upgrades cleanly from there, if that is positive I'm going to
upload to jaunty.

I had the same problem with update manager. Ekiga appeared in the list
of available updates, but I was unable to check the box to install it.
Synaptic installed it without any problems. I did not try apt-get at the
command line.
