Tooltips take around 1.5-2 seconds to display. This is long enough for
an average user to unhover (thinking there isn't going to be any context
help).
The tooltip delay was effective in Feisty, can we get this reverted?
Also, is this configurable via

Sorry. I also see this in Dapper 5, apt-get dist-updated with GB locale.
