I have a similar problem with an intel graphic card
corrado@corrado-HP-aa-p5:~$ inxi -GxxIS
System:Host: corrado-HP-aa-p5 Kernel: 4.12.0-11-generic x86_64
bits: 64 gcc: 7.1.0
Desktop: Gnome 3.24.3 (Gtk 3.22.19-0ubuntu1) dm: gdm3
Distro: Ubuntu Artful Aardvark
Done some more test installing Ubuntu 18.04 LTS "Bionic Beaver" - Alpha amd64
(20171126)
on various partitions of same disk on my PC:
Problem does NOT occur with live session
Problem does NOT occur with an installation in us-english - installation default
problem DOES occur with an installation
After some more test with Ubuntu 17.10 and the last daily of Ubuntu 18.04 Bionic
On same hardware, different partitions:
If during the installation I'm connected to internet I HAVE the problem
If during the installation I'm NOT connected to internet I DO NOT HAVE the
problem
Seems crazy?

Note: I always have the problem with .webm videos and sometimes with .mp4
I have some very small (200-300kB) video to reproduce the problem, if needed I
may attach them (zipped?)
