Well this bug is really an easy one
My suggestion is to include the name of the pictures in the translation
I mean that if its an HTML page all you should do is add the img src= tag
into the gettext element and add an -he suffix to the flipped images attached
to this HTML

I have the same problem. ubuntu 8.04, hebrew (usually Im with english
system, but when I use the hebrew one, the bug appears).

Ah, I see the problem here. Hebrew is read from right to left, and the
arrows have not been configured to specifically suit that. I'm not
entirely sure if this is an upstream GNOME problem, but I'll go ahead
and report it upstream anyways.
