To trigger the bug, right-click on a toolbar and uncheck the menu, main, and address bars. Ta-da, now you can't add them back! Note: If you did this to yourself (like me) open gconf-editor to Apps nautilus preferences and check the boxes next to the start_with entries for the toolbars you want.
