When I do killall gnome-power-manager and thus g-p-m is not running,
the panel notices this and presents the shutdown dialog without
suspend/resume (shutdown/reboot is done through consolekit). Restarting
the panel after this also works without any delays.

In Intrepid, gnome-session does not depend on gnome-power-manager any
more. It's just the *-desktop metapackages which pull it in, which seems
correct to me.

Doesn't this cause lockups with the logout dialog if g-p-m is missing?
I've just spent some time chasing a bug (which I'm about to file) where
my logout dialog hangs X11 (with a screen-shot its about to fade) for
about 50 seconds whilst it tries to find g-p-m on its old DBUS name.
(Gutsy). The
Recommends looks about right for it, it's pretty useful since it
provides suspend and hibernate
