I am writing thing from a live ISO of the Ubuntu 14.04 daily release,
and this does not appear to be an issue any more.

Personally, I'm upgrading to 14.04 once it's had a month to stabilize,
or maybe even sooner, but seeing that 13.10 is still supported until
halfway through the year, it's probably a good idea to backport a fix.
Although no inexperienced users will be using 13.10, they're likely to
be on an LTS,
Updating the BOIS has no effect.
