Public bug reported:

1. Run Transmission
2. Enable the web interface
3. Open http://localhost:9091/ 
4. Right click on a torrent, select"Set Location"
5. Type in a new location
6. Press Enter

What happens:

A new browser tab opens with a "405: Method Not Allowed" page.  The a
URL of that new tab is http://localhost:9091/transmission/web/#

What should happen:

The same thing that happens if I use the mouse to click "Apply" instead
of pressing Enter: the Set Location popup should close and the torrent
should be moved to the new location.
