So, it was snap-manager@fthx..
I remember installing it sometimes before the ubuntu version upgrade, I
guess. And it was gone from the notifications panel, but probably still
eating memory in the background :)

In case you have some unlisted local extensions please try:
cd ~/.local/share/gnome-shell/
rm -rf extensions
and then log in again. Does the problem still happen?

RSS after a couple days with just the default three extensions.

Does it look ok? Not sure what is the normal usage

The above screenshot is after removing cpupower extension.
Also noticed, it wasn't enabled anyway. List of the active extensions before
and after removal:
