If a method is annotated with this newly proposed @LocalPrivileged then this
method itself would NOT get wrapped with doPrivileged. But instead a private
method with a doPrivileged

Hi,
I plan to tag 1_0_11_RC1 later today and prepare the binaries
for testing and voting. Since there were may fixes I'd like to
give users reporting the bugs a chance to check the candidate
since many of them don't have native development environment
so we unable to check the binaries as bugs
