name of each Apache Commons "component" is "Apache Commons

Currently every commons project I have locally uses 'Apache Commons' in the
project name. Why change to 'ASF Commons?
Is this something used on other ASF projects?

I think that the security reports for 1.21 are missing from
https://commons.apache.org/proper/commons-compress/security-reports.html
Maybe they went missing during a recent CMS change?
