can someone please point me to the QATrack file(s) that need to be
localized? I want to localize it into Slovenian.
When I finish with that, do I need to open an issue or do I just send them
to someone (who?)?

No, QATrack is still absolutely in use: you won't be able to publish a
release without it being marked as approved in QATrack (by you or the
responsible person for Slovenian).
