well, they didn't exactly choose one over the other - they decided to
implement Mercurial support first because it fitted better (at the time)
with GoogleCode hosting - I wouldn't be
+1 (but as I'm not currently an apache committer it probably does not count)

Just wanted to comment on this to fix any misconceptions. Hg has
support for multiple branches in one repo, Mercurial calls those named
branches. It's up to individual projects if they want to use this
feature vs a separate clone to create a branch.
