I checked SCM configuration: permissions were ok, but not roles
I fixed roles to match common configuration, ie committers = maven-developers,
PMC = maven- administrators

Do we have a guide as to when to Resolve as opposed to Close an issue?

I usually close issue not using a temporary resolved state.
Otherwise if your issue is a RELEASE one and not a SCM just move it to the
correct component.
