I for one would never use struts validator as it is currently constituted
and to be required to use it would cause me to drop using struts. Please
rethink this idea.

commons.validator.util Essentially I think that util is not there. Is

That would be in jsp-api.jar. Which you will find under
%TOMCAT_HOME%/common/lib (or search google if not using Tomcat)

Ant finds the packages for javax.faces.component package, but seems ot have
some trouble matching the methods. I am using the jars from the Sun RI in
thte jws-dev pack. Is this outdated?
