There is a raw_tcp mode that might do what you want...
Kannel is an SMPP client, not server.

This issue was discussed previously on this mailing list. As far as I
noticed implementations exist but are still private.
Like others, I'm also thinking to build a SMPP Server for Kannel.
A simple solution should take existing code and add extensions.
