Just for record, the removal of network-scripts was done because
https://fedoraproject.org/wiki/Changes/dhclient_deprecation
Network-scripts heavily depend on dhclient and there is no plan to rework
them to use a different dhcp implementation.

basicaly set up whole system during the boot. Currently initscripts
package contains support for initscripts
After usr move packages should not install files to /sbin. Unfortunately
there is a lot of packages requiring /sbin/service, which was recently
moved to /usr/sbin/, and these packages were uninstallable. As a
workaround I have put Provides: /sbin/service in the initscript spec,
but I think

because upstart was in fedora 15 replaced by systemd, I don't see any
use for it. Almost no package provides job file for it and classical
init scripts should be also gone and we were also talking about drop
related stuff from initscripts package.
