statuses on which mbuni will retry sending to
MMSC (ofcourse only when number of attempts is set to value greated than 1).
If there is no retry-status list provided old logic will be used.
Please review my patch and if you find it usefull apply to main codebase

for permanent errors and retrying will not change anything,
some may be temprorary. Now user can set which errors should be retried
and the rest will not be retried.
Please review these changes and merge them into mbuni code base.
