Thanks for the prompt response. I am creating a custom form for our
teaching hospital and want to include all the current data elements and new
elements that are only applicable to the hospital so I want to be sure of
that before doing such.

no we will not do that. The principle is that if two data element
definitions in two forms (data sets) are identical, then for the same
period and org unit it should not be necessary to enter data twice. Your
idea here will in fact lead to data duplication, not remove redundancy.

Can we add dataset id to datavalue and make each dataset elements value
unique? This is required most of the time and also easy for analysis
avoiding redundabt dataelements with exact same definition.

elements. If you want to use the same data element in two different data sets,
and not share data between them, you have to employ a different disaggregation.
